FLC concludes UNESCO's BILT Initiative and strengthens European leadership in 'Construction Blueprint 2' and 'BUSUnited' projects
The joint sector organisation's participation in expert groups and EU co-funded projects has helped identify new qualifications and competences for the sector's digital and green dual transition
Fundación Laboral de la Construcción has successfully concluded its participation in UNESCO's UNEVOC network 'BILT' initiative, aimed at bridging innovation and learning in Technical and Vocational Education and Training (TVET) between institutions across Africa, Asia-Pacific and Europe.
The sector's joint organisation has been part of the Building and Construction expert group, created in 2024, which has focused on identifying new qualifications and competences for the sector across the three regions, with a thematic perspective on digitalisation, green transition and international migration. This group has been led by ConCOVE Thura (New Zealand), with support from the Centre d'Etudes et de Recherches sur les Qualifications (Céreq, France) and the Council of Registered Builders of Nigeria (CORBON).
BILT Initiative Objectives Achieved
The 'BILT' project, which concluded this July, has had as its main objective to promote knowledge exchange between training institutions from the three continents, making best practices and lessons learnt available to other key sector stakeholders. Among these, the circular economy training project 'Green Growth' stands out, coordinated by the Fundación Laboral de la Construcción and recognised by UNESCO as an Innovation and Learning Practice for skills development in the construction sector.
The initiative has implemented UNESCO's TVET Strategy 2022-2029, particularly facilitating dialogue on identifying competences needed for the transition towards a digital and green economy.
Consolidated Leadership in 'Construction Blueprint'
Continuing with the Foundation's international commitment, the organisation is coordinating for the second time the 'Construction Blueprint 2' project, co-funded by the European Union's Erasmus+ programme, with the aim of developing a strategic alliance for skills development within the framework of the Pact for Skills in Construction.
The main objective of 'Construction Blueprint 2' is to create new strategic and cooperative approaches that provide specific skills development solutions, in the short and medium term, in areas that contribute to achieving the ecological and digital transition in the sector.
The consortium, formed by 20 organisations from 10 European countries (Germany, Belgium, Bulgaria, Slovenia, Spain, Greece, Ireland, Italy, Luxembourg and Romania), will work for four years developing activities that enable the achievement of European objectives.
Launch of 'BUSUnited' Project
Following the objectives derived from the Pact for Skills in Construction, Fundación Laboral de la Construcción began its participation this September in the 'BUSUnited' project (BUILD UP Skills United), a European initiative under the LIFE Clean Energy Transition programme, which seeks to create a large community of construction sector professionals committed to energy efficiency and sustainable energies, bringing together European entities that have previously coordinated BUILD UP Skills initiatives.
The project will develop a network of 10 communities of practice that will work on key themes such as innovative training, skills recognition, sector needs, financing and synergies at European Union level.
'BUSUnited' forms part of the BUILD UP Skills initiatives, active since 2011 with more than 90 projects in 32 countries, with the objective of joining efforts and strengthening collaboration between national and European stakeholders. Within these initiatives, it is worth highlighting the Spanish experience with the 'Construye 2030plus' project, coordinated by Fundación Laboral de la Construcción, and launched to boost training and certification in micro-competences for the sustainable transition of the construction sector.
