5th BUILD UP Skills initiative kicks off in Spain to boost training and certification in micro-skills for green transition

On 24th October, the first meeting of the European project ‘Construye 2030plus’ was held, which addressed objectives and results to be developed in order for professionals to obtain the necessary qualification to contribute effectively to the EU's climate objectives.

Fundación Laboral de la Construcción is leading the fifth initiative of the BUILD UP Skills projects in Spain, titled ‘Construye 2030plus’. This project, co-funded by the LIFE Programme under the Clean Energy Transition sub-programme (ID: 101167718), aims to develop training and certification in micro-competences essential for the green transition within the construction sector.

The consortium, composed of the Confederación Nacional de la Construcción (CNC), CCOO del Habitat, UGT FICA, the Eduardo Torroja Institute of Construction Sciences (IETcc) of the Spanish National Research Council (Consejo Superior de Investigaciones Científicas, CSIC), the National Association of Ceramic and Construction Material Distributors (Asociación Nacional de Distribuidores de Cerámica y Material de Construcción, ANDIMAC), and the State Foundation for Employment Training (Fundación Estatal para la Formación en el Empleo, Fundae) will collaborate for over two years to align sectoral training frameworks with key European policies and objectives. These include the European Green Deal, the Renovation Wave, and the Decarbonisation Strategies for 2030 and 2050, among others.

Key Outcomes of the Construye 2030plus Project

Over 30 months, the seven partners of the BUILD UP Skills 'Construye 2030plus' project will develop a range of deliverables to equip construction workers with the necessary skills to contribute effectively to the EU’s climate goals:

  • Development of educational resources: Creation of didactic materials for in-person training, promoting high-quality training for workers and companies in key areas such as thermal insulation, window installation, and heat pumps. These materials will align with the revised European Energy Performance of Buildings Directive (EPBD), micro-competence certification, and the adoption of innovative materials.
  • Skills recognition and certification: Development of a tailored certification system to recognise acquired micro-competences.
  • Mobile app for self-assessment: Launch of a mobile app enabling workers to self-assess their proficiency in thermal insulation, window installation, and heat pump installation.
  • 8-hour online course on the EPBD: Development of an online course focused on the updated EPBD, aimed at technical staff, companies, social partners, and public administration.
  • Innovative training tools: Development of advanced training tools, including Augmented reality-enhanced information sheets, Video-based micro-training modules, AI-powered virtual assistants, Virtual simulations, and QR-enabled informational brochures.
  • Practical demonstration events: Organisation of hands-on demonstration sessions in collaboration with material manufacturers.
  • Training Route: A training route featuring live demonstrations at renovation worksites across 10 Spanish cities, with the goal of training 400 workers.
  • Trainer preparation: Specialised training for trainers who will participate in the Training Route, equipping them with the project’s training resources and materials

 

The BUILD UP Skills initiative in Spain

Launched by the European Commission in 2011, the BUILD UP Skills initiative aims to increase the number of trained and qualified construction professionals across Europe. Its goal is to support the renovation of the building stock, ensure high energy efficiency, and promote the construction of nearly zero-energy buildings (nZEB).

Since the inception of the BUILD UP Skills programme, Fundación Laboral de la Construcción has been at the forefront of its implementation in Spain. To achieve this, it has established strong partnerships with organisations with extensive experience in sectoral training.
